September 13, 2016 – Please be advised that a Pelmorex Alerting Governance Council meeting is scheduled on Wednesday September 21st, 2016. April 25, 2016 – NAAD System new release – Version 8.0

We are pleased to announce that during the week of April 25th Pelmorex will be releasing Version 8.0 of the NAAD System.

The update window is between Monday, April 25th at 08:00 EST and Wednesday, April 27th at 23:00 EST. We expect little to no interruption to the system during this update.

The new features include:

  1. The addition of a “Broadcast Text” field allowing issuers to enter exactly the text they want made public by broadcasters and other LMDs.
  2. The addition of a “WPAS Text”, short text field to support wireless alerting, as well as the WPAS wireless alerting pilot project in Ontario.
  3. Text To Speech (TTS) allowing AGA’s to generate and preview audio versions of their alerts.
  4. Other “behind the scenes” enhancements to improve system stability and performance.

Please note that during the release window all NAAD System feeds will be available without any disruption, and will remain fully compatible with your current equipment configuration.  During release week we will also be publishing an updated version of the User Guide.  The User Guide will contain further details on these new features.

Although the TTS functionality will be active within the NAAD System, some time will be required to complete configuration and training for each alerting region. Further updates will be sent out advising you in advance of each region coming online.

September 4, 2014 – The CRTC has issued a regulatory policy that requires all TV, radio, cable and satellite operators to broadcast important “threat to life”  public safety alerts distributed over Pelmorex’s National Alert Aggregation & Dissemination (NAAD) System.
For most major companies the deadline to connect to the NAAD System is Mar 31, 2015 but for certain smaller broadcasters, the deadline is Mar 31, 2016.

July 24, 2014 – We are pleased to inform you that as of July 24, 2014 version R7.0a of the NAAD System has been released and is operational.

Some new features, modifications and design improvements to R7.0a of the NAAD System include:

New Features:

  • The ability to draw freehand polygons and circles on the map
  • The ability to allow placement of one Event location point on the map
  • The ability to identify updated alerts with minor changes consistent with CAP-CP 4.0.
  • A new version of Bing map has been implemented to support freehand drawing of shapes
  • A new section (“Shape”) has been added to the Alert Creation/Update page to show the type of freehand drawn shape (i.e. point, circle, polygon)  and its coordinates

Modifications:

  • A reset button has been added to facilitate editing the fields in the “Dates and Times” section
  • Invalid special characters in the free text boxes fields are dynamically identified and highlighted to the user in red font
  • Other minor bug fixes and enhancements to the system

Design Improvements:

  • The Alert Creation/Update page has been redesigned for user efficiency by moving the Event characteristics and Categories sections to the top of the page.
  • The interactive map has been improved to provide the flexibility to display the map in a much larger, individual, collapsible panel.

April 14, 2014 – Pelmorex is committed to the strong security of the NAAD System.  We can confirm that the NAAD System does not contain the version of the software vulnerable to the “Heartbleed” bug.

Pelmorex became aware this week of this critical vulnerability (“Heartbleed” bug) affecting versions 1.0.1 through 1.0.1f of “OpenSSL”, the widely-used open-source SSL security library, which also affects other open-source and commercial systems that include that library, and can confirm that the NAAD System does not use nor include this library version nor any systems that use or include this library version.

We strongly advise everyone participating with the NAAD System to take steps to ensure that this critical vulnerability is not present on any of your own systems, otherwise a hacker could exploit it to compromise your systems which could enable them to send alerts and thereby put the integrity of NAAD System at risk.

March 25, 2014 – CRTC extends deadline to April 17, 2014 for submission of comments on Mandatory Distribution of Alerts by December 31, 2014: Broadcasting Notice of Consultation CRTC 2014-85-1

The CRTC issued Notice of Consultation proposing the mandatory distribution of alerts distributed over the NAAD System by TV, radio, cable and satellite operators. The Commission calls for comments on proposed amendments to certain of its rules, so as to require the broadcasting industry to participate in the national emergency alerting system. The rules in question relate to the Radio Regulations, 1986, the Television Broadcasting Regulations, 1987, the Broadcasting Distribution Regulations, the standard conditions of licence for video-on-demand undertakings, and exemption orders governing the operation of certain types of undertakings. The proposed amendments would implement the mandatory distribution of emergency alert messages by 31 December 2014, thereby ensuring that Canadians receive timely warnings of imminent perils.

The Commission also calls for comments on certain policy considerations relating to emergency alerting.

The deadline for the receipt of comments is 31 March 2014.

February 28, 20142nd Public Review Notice of the CAP-CP Event Reference Document

The CAP-CP Specifications Committee has recently posted the second draft v1.0 of the Event Reference document for public review and feedback; below is the public review notice. This is the first of three parts of the Canadian Profile that will be undergoing the process of moving the Canadian Profile from a Beta version to a formal version 1.0 over the next few months.

Pelmorex has highlighted all the differences between v0.4 and v1.0 of the CAP-CP Event Reference document in bold in the table below, however, we encourage you to fully review the documents yourself for all changes.

In summary, one new Tier l Event for “Fog” has been added, three new Tier ll Events for “extreme cold”, “extreme heat” and “dam breach” have been added and six minor modifications and/or translations to the text have been made.

The Pelmorex Governance Council adopted v0.4 of the CAP-CP Event Reference standard for use in the NAAD System in March 2012.

For a new version of the CAP-CP standard to be used in the NAAD System the standard must first be adopted by the Pelmorex Governance Council. Once adopted, notification is posted on the alerts.pelmorex.com website and an email notification sent out to registered Last Mile Distributers and Authorized Government Agencies notifying them of the upcoming change.

Pelmorex will provide public notice of a minimum of 90 days before any change is made to the CAP-CP standard in the NAAD System in order for equipment manufacturers and Last Mile Distributers to make any necessary changes to their systems.

Further updates to the NAAD system will be posted on the website as dates become available.

The second draft of the CAP-CP 1.0 Event References document, part of the Canadian Profile of the Common Alerting Protocol, has been posted for a 15-day public review period here: http://cap-cp.ca/documents/CAP-CP_Event_References_EN_Draft.doc. June 11, 2013 – The NAAD System version R6.0 will be released during the week of June 17, 2013. This new version contains a few updates to the user interface, modifications to some of the text on the French interface, modifications to some text on Public Alerting website and some additional enhancements to the backend of the system. The backend changes are transparent to the users of the system.

August 17, 2012 – The NAAD system version R5.0 will be released during the week of August 27th. This new version contains additional security enhancements which KPMG identified in the Threat Risk Vulnerability Assessment (TRVA) last December. The updates are to the backend of the system and infrastructure which means the changes are transparent to the users of the system.

July 12, 2012 – The NAAD system version R4.0 is fully operational as of July 12, 2012. Some of the new features and changes in R4.0 of the NAAD System include:

  • Supporting alerts from Environment Canada through a trusted feed.
  • Performance improvements of the NAAD system user interface and backend to handle the volume of EC alerts.
  • Supporting Multiple info-blocks for trusted feed alerts (i.e. multiple messages within one alert with the same event code).
  • Increasing the size of individual alerts from 1MB to 5MB (before conversion to base64).
  • Updates to the SCG codes to support the 10 May 2010 version of the SGC codes.
  • Updates to the CAP and CAP-CP standards to the following versions:
    • CAP-CP Introduction & Rule Set Beta 0.4
    • CAP-CP Location Reference Beta 0.3B
    • CAP-CP Event References Beta 0.4
  • Minor bug fixes and enhancements to the system.

March 28, 2012 – BING Map Update – Please be advised that on March 28, 2012 the BING Map application used on NAAD System interface will undergo a minor technical update as recommended by Microsoft. The update will not affect issuing an alert through the NAAD System and will not disrupt the NAAD service. This is an information bulletin only, no action is needed. Please feel free to report any observation/questions at our support email.

February 13, 2012 – Public-private Partnership Strengthens Emergency Management – The Honourable Vic Toews, Canada’s Public Safety Minister, accompanied by the Honourable Peter Kent, Minister of the Environment, announced the participation of Environment Canada in the National Alert Aggregation and Dissemination (NAAD) System. “The Weather Network and MétéoMédia have a long history of distributing Environment Canada’s weather warnings to Canadians over our media properties,” said Pierre Morrissette, Chairman and CEO, Pelmorex.” Our NAAD System builds on that partnership to enable critical public safety messages from any public authority to reach Canadians quickly and safely.” Read more....

October 2011 – Each alert message distributed over the NAAD System now includes an indicator or “flag” which denotes whether the alert messages is recommended for immediate broadcast by the issuing government authority. This will allow broadcasters and others to easily identify and pass on to the public those alert messages indicating a imminent threat to life. Read more....
